Mobile numbers are routinely recycled. The new owner can inherit calls, collection messages, messaging-app associations, account-recovery risk, and blocked access because external platforms still treat the number as belonging to someone else.
The concept proposes a privacy-preserving Number Reassignment Trust Network that allows participating telecom operators and digital platforms to verify that a number has changed ownership without exposing the identity of the previous or new subscriber.
The design focuses on notification, risk reduction, dispute handling, and secure proof of reassignment rather than creating a universal database of subscriber identities.
